FOR THE IMPLEMENTATION OF THE EUROPEAN WATER DIRECTIVES

The next 14th “EUROPE-INBO 2015” international conference, organized by the "Group of European Basin Authorities for the Implementation of the European Water Directives”, will take place, at the invitation of the French Authorities and the City of Lourdes:

From 19 to 22 October 2016
In Lourdes, France.

Within the context created by the European Commission “Blueprint”, our meeting will be organized around a preparatory workshop and 4 roundtables dealing with the updated issues of the field Implementation of the WFD and other European Water Directives. We shall study the adaptation to climate change in the basins, especially with regard to droughts and floods, transboundary cooperation, wastewater reuse and the process of reviewing the Water Framework Directive.

The preparatory workshop on “Circular Economy and Wastewater Reuse” will take place on 19 October in the afternoon. It will aim to exchange and compare the practices used by the various Member States and Basin Organizations for recovering wastewater under the Basin Management Plans and the objectives of the Water Framework Directive. In addition, it will enable to promote good practices and to meet the needs for strategy guidelines to be used by the Member States and Basin Organizations to integrate the principles of the circular economy on a basin scale.

The 4 Roundtables will be organized in plenary sessions on Thursday 20 and Friday 21 October:

• Roundtable 1: Adaptation to Climate Change: resources management, scarcity and drought,
• Roundtable 2: Adaptation to Climate Change: knowledge of flood risks, management of aquatic environments and preventive measures in the basins,
• Roundtable 3: Water governance in Transboundary Basins,
• Roundtable 4: WFD: towards the 2019 review.

You are invited to present a paper on your experiments.

There will be simultaneous translation into English, Spanish and French for the plenary sessions.

Specific reporting will be made on the Peer Review Mechanism, launched late 2014 on the initiative of the European Commission with volunteer District Authorities.

A technical visit will be organized on Saturday 22 October in the Valleys of the Gaves (torrents) upstream from Lourdes.

The meeting is open to the Water Directors, to all River Basin District Authorities, to all INBO member organizations and observers, and also to the water administrations and organizations, interested in the implementation of the Water Framework Directive, and of its “Daughter and related Directives”, of the member and candidate countries of the European Union and of all the other countries of Eastern Europe, the Balkans, Caucasus and Central Asia and of the Mediterranean basin.
